Foreigners marrying in Turkey must submit a set of documents to the local municipality — including a single-status (celibacy) certificate proving they are unmarried.
Syrians holding the temporary protection ID (Kimlik) or a tourist residence permit can request the certificate directly through e-Devlet, or from the office that issued their protection ID. The certificate is valid for marriage in the same city where the applicant lives.
**How to request a single-status certificate via e-Devlet:**
1. Open the e-Devlet single-status request page and click **New Application**.
2. Enter your email, phone number, and pick the closest municipality where you'll submit the documents.
3. Fill in the bride's details: Kimlik number, passport number (if any), full name, date of birth, nationality.
4. Submit the application and follow up with the chosen municipality to complete the marriage paperwork.
