The Turkish government has enabled Syrian refugees holding a Temporary Protection card to obtain an intercity travel permit electronically through the e-Devlet portal, without visiting the migration office.
A travel permit (Yol İzin Belgesi) is an official document required for temporary protection holders and foreigners under refugee status when traveling from their registered city to another Turkish city, whether by plane, bus, ferry or private car.
Note: Foreigners holding a Turkish residence permit (touristic, family, etc.) are not required to obtain a travel permit or any health code; this procedure does not apply to them.
How to Obtain a Travel Permit from e-Devlet
- Log in to e-Devlet with your password obtained from PTT.
- Search for Göç İdaresi and select Göç İdaresi Genel Müdürlüğü.
- Choose the Yol İzin Belgesi (Travel Permit) service.
- Click the (+) icon next to Yeni Başvuru (New Application).
- Approve your personal data page to proceed to the travel form.
- Fill in: reason for travel, destination province, departure and return dates, email, vehicle plate if any, companions, and supporting documents.
- Submit and wait for a response via email, typically within 1 to 2 days.
Important Information
- Travel reasons: family reunification, health, education, work, commercial activity, fair/meeting, death, accompanying a patient, parent, or pregnant woman.
- If repeatedly rejected: visit the Migration Directorate or Foreigners' Department in your city and submit a direct application explaining the electronic rejections.
- Penalty for traveling without a permit: A fine is imposed and its amount is updated annually; check the official migration website for the current figure.
- e-Devlet password: Obtain it from any PTT branch for a small fee (2.5 TL) and never share it; it is your digital identity.
